staff need to have up to date information on events, policies,
assessments and targets that might affect their day to day
operational roles. Disseminating such information, particularly
using a convenient delivery mechanism, is a difficult challenge
for any organisation. |

Bluestar’s Torc software is unique among
briefing packages because it combines powerful automatic data collection
utilities with a feature rich graphical environment for capturing
information. Torc can also use the same mechanisms to integrate
with existing duty roster or personnel systems to keep up to date
with changes to the Force structure.
The briefing 'home' page contains the relevant
'area log' for the user and offers a choice of briefings available
for selections. The choice of area is determined by either the personal
preference set up by the individual, or from the operational area
they are assigned to. The log includes the latest messages and updates
from area commanders and supervisors. Users can then select a briefing
or summary of their choice.
Torc produces briefings and summaries based upon
organisational structure, job role or location. Subject to the privileges
configured by system administrators, there is no limit to the number
of briefings or summaries a user may select. Summaries are reduced
briefings that only show the data that has been captured automatically.
The default period summaries can extend to 31 days in contrast to
briefings that are typically based on a variety of time bands, for
example, 1, 3 or 5 day periods.
Briefings and Summaries
Briefing sheets typically commence with the display
of the current nominal or area targets for the relevant briefing
group. Hierarchical briefings also display all targets entered by
subordinate groups. Users with relevant privileges add targets by
either searching for existing nominals or by adding new ones. Target
images can also be added manually or associated automatically.
Other briefing elements added through the graphical
interface include patrol alerts and open briefings. EDRs (Estimated
Date of Releases) are either added manually or are captured automatically
from a data source.
The remainder of the briefing sheet consists of
information that has been automatically collected or generated.
For example, the crimes (and other events) occurring within the
current area are displayed on maps built from the Bluestar mapping
engine. Each section for the different event types can also support
the configuration of a hierarchy to allow users to gain access to
more detail.
The inclusion and ordering of sections is configurable
by the local system administrators and may be updated at any time.
