Prolific and other Priority Offenders (PPO)

The Home Office Prolific and other Priority Offenders (PPO) initiative is designed to provide the framework for managing the joint agency approach to reducing crime by tackling key offenders. The Corvus PPO module addresses all aspects of the scheme from identification of offenders, through the case management cycle to resolution.

Torc - Briefing System

Identifying candidates for inclusion within the PPO framework is the first step towards the goal of reducing offending patterns and the impact upon local communities. Often key offenders will already be known to those officers responsible for a particular area. However, there may be situations where an individual's offending profile makes the decision regarding inclusion within the PPO scheme more difficult, and may obscure the true nature of their impact on the community.

In either case, the Corvus PPO module relies upon user specific definitions of events, scores and weightings to determine if an individual should be considered. In a basic example this might apply higher values to certain types of offences committed within the last few months but this could also include 'events' based upon other factors including available intelligence. Regardless of the current scoring definitions, Corvus will automatically calculate and maintain the scores for individuals based upon the various elements. To assist with identifying candidates, Corvus PPO provides specific search facilities based upon the underlying scoring system.

PPO Scoring

Corvus PPO also allows users to compare a particular individual's basic 'score' against modifiers and weightings applied to a local area. This might prove particularly useful when local BCU or area priorities have a subtly different emphasis from the general Force wide objectives. As a further enhancement, an individual's rating can also be modified by the application of a manual score or through the keying of events entered directly.

Once a particular individual has been nominated as a potential PPO, then a range of reports and features become available to assist in the process of determining whether the individual will be dealt with as part of the PPO initiative. This includes the production of standard documentation that may be automatically attached to the PPO record itself and, if appropriate, shared with external agencies.

The standard attachment manager component allows a variety of complex data items to be associated including, images, video clips, documents, spreadsheets and electronic images of hard copy documentation.

The application implements a flexible security and privilege matrix that ensures that users of the system only have appropriate access and permissions to access certain information. In this way, it becomes possible for a single system to be shared across a number of agencies without compromising security or data protection.

Structured Tasking

Structured tasking is an integral component within Corvus PPO allowing supervisors to effectively manage the resources at their disposal. Any number of (user administered) pre-defined 'activity plans' can be included within the general tasking library. This allows 'best practice' or Force policy to be adopted for all cases as well as providing the flexibility of a number of approaches to different situations.

Management Information

The Corvus PPO module provides a range of management information and analysis features. These assist both with the reporting elements of the PPO framework as well as the provision of information to senior officers. Standard reporting features include the ability to see at a glance the numbers of individuals within the PPO system, where they are managed and what their current status is.

PPO is also fully integrated with the Visual Corvus application and Corvus mapping engine providing a truly exceptional feature rich environment.
